Adults Helping a Child Fish
The official regulations state that a person must have a valid license while fishing or helping someone fish unless an exemption applies. An adult who casts, works the rod, retrieves the line, hooks bait, lands fish or actively controls the fishing process should not assume the child’s under-16 exemption covers the adult.
