Which Maine Fishing License Should You Buy?
The cheapest product is not always the correct product. Start with the water, the licensee’s status and the number of fishing days.
Fishing inland more than once
Compare the $18 one-day license with the $30 season license. Two separate one-day licenses already cost more than the season base fee.
One short Maine trip
Choose among the $18 one-day, $30 three-day, $62 seven-day, $66 fifteen-day and $83 season license based on the actual dates.
Fishing saltwater
Check Maine DMR registry rules. A qualifying ordinary freshwater license may provide an exemption, but a lifetime freshwater license does not.
Youth inland fishing
The ordinary inland fishing license is generally not required, but seasons, legal methods, bag limits and water-specific rules still apply.
Special application required
Do not use the ordinary MOSES checkout for lifetime, complimentary or military licenses. Follow the official application route.
Ordinary nonresident purchase
Canadian sportspersons may use MOSES for eligible ordinary licenses. People from countries other than the United States or Canada must use another route.

License Exchange Rules That Can Save Money
- A resident one-day fishing license may be exchanged for a season fishing or qualifying combination license by paying the difference plus the agent fee.
- A nonresident fifteen-day fishing license may be exchanged for a nonresident season license by paying $17 plus the agent fee.
- Keep the original license and transaction details when asking for an exchange.
- Confirm the new authority was issued before relying on season privileges.

MOSES is Maine IFW’s online hunting, fishing and trapping licensing system. It is available day and night for eligible ordinary licenses.
Identify Inland or Saltwater Fishing
Use MOSES for an inland license. If the trip includes coastal or tidal water, also check the separate Maine DMR saltwater registry rules.
Confirm MOSES Eligibility
Ordinary resident, nonresident and Canadian sportsperson licenses can generally be purchased online. Complimentary, lifetime and military licenses require another route.

Remote Maine tip: save proof before driving to a camp road, North Woods pond, remote brook, ice-fishing access or other weak-signal location. Keep a waterproof paper backup when practical.

The license allows participation. The current general law, zone and water-specific special law decide the season, legal bait, tackle, bag limit and length limit.

How to Renew a Maine Fishing License Online
For an ordinary fishing license, renewal means locating the existing MOSES customer record and buying the current authority needed for the new period. An old paper copy, screenshot or PDF does not update automatically.
- Open MOSES and locate the existing licensee.
- Use the same legal name and date of birth used previously.
- Update contact or mailing information when the system permits.
- Select the current fishing product.
- Check the year, start date and duration.
- Review the current fee rather than relying on last year’s cost.
- Complete payment and save the newly issued document.
- Remove old screenshots or paper copies from easy-access folders.
Old-year warning: MOSES may display a previously purchased license, but an old license is not valid for a new period merely because it can still be printed.
Special Licenses Need a Different Route
Lifetime, complimentary and military licenses can require proof documents or direct IFW review. Contact Maine IFW before buying an ordinary full-price license simply because the special product does not appear online.

Maine Inland License vs Saltwater Registration
Maine’s saltwater recreational registry is administered by the Department of Marine Resources. A person generally must register annually unless a listed exemption applies.

Saltwater Registry Price and Purchase Routes
Maine DMR lists a $1 registration through its online service, by mail or in person at the DMR Augusta licensing office. Registration through an IFW-appointed licensing agent is listed at $2.
Lifetime-license trap: a Maine lifetime freshwater fishing license does not provide the ordinary freshwater-license saltwater-registry exemption.

Atlantic Halibut Requires Registration and Tags
Beginning in 2026, an individual fishing recreationally for Atlantic halibut in Maine coastal waters must register and obtain recreational halibut tags even when another saltwater-registry exemption might otherwise apply.

- Obtain the recreational halibut tags before fishing.
- Assign the tags to one vessel as instructed.
- Immediately tag a retained halibut or release it.
- Keep the tag attached through arrival at the final destination.

Do not rely on a general saltwater exemption for halibut. The 2026 halibut requirement specifically calls for registration and recreational tags.

Who Needs a Maine Fishing License?
Ordinary Age Rule
Most people age 16 or older need a valid license to fish inland waters or transport fish taken from inland waters.
Choosing Resident or Nonresident
Maine residency is based on domicile and legal ties—not simply owning a camp, vacation home or parcel of land.
- Voting registration, when applicable, should be in Maine.
- A person licensed to drive should have applied for a Maine driver’s license.
- Vehicles located in Maine should be registered in Maine.
- The person must comply with Maine income-tax laws.
- A full-time Maine student must still satisfy the residency requirements to use an ordinary resident license.
Residency warning: do not select resident status only because the resident license is cheaper.
Nonresident College Student Rate
A nonresident age 18–23 enrolled full time at a Maine college may be eligible for resident-rate hunting, fishing and trapping licenses. The license must be obtained through the main IFW office in Augusta rather than ordinary online checkout.
Resident Landowner Exemption
A qualifying Maine resident and immediate family may fish without a license from land the resident legally possesses and actually lives on when the property contains at least 10 contiguous acres.
- The person must be a Maine resident.
- The land must be legally possessed.
- The person must actually be domiciled on the land.
- The parcel must contain at least 10 contiguous acres.
- Fishing must occur from the qualifying land into open inland water.

Complimentary, Military and Lifetime Licenses
Maine offers special application routes for qualifying disabled veterans, certain people with disabilities, Native American applicants, military members, youth and seniors.
MOSES limitation: the ordinary online service does not issue complimentary, lifetime or military licenses.
How to Check the Rules for the Exact Maine Water
A valid license does not tell you whether a particular pond is open, whether live bait is allowed or what fish can be kept. Maine uses statewide general laws plus water-specific special rules.
Identify the North or South Fishing Zone
Zone rules can change open seasons and bait use. For example, live fish as bait are generally prohibited under North Zone general law, while South Zone general law permits legal forms of bait unless a special rule says otherwise.

Free Fishing Days and Border-Water Rules
Maine Free Fishing Days in 2026
February 14–15, 2026
Winter Free Fishing Days. Check ice safety, open-water or ice-fishing status and special-water regulations.
May 30–31, 2026
Spring Free Fishing Days. Check the water’s season, bait rules and bag limits before fishing.
Free does not mean rule-free. All other fishing laws apply, and a person whose fishing privileges are suspended or revoked cannot use the exemption.
Maine–New Hampshire Border Lakes and Ponds
Maine law recognizes qualifying Maine or New Hampshire fishing licenses on a lake or pond lying partly in both states while reciprocal law remains in effect. This does not automatically cover inland waters located entirely in the other state.
Fishing Outside Maine

Nonresident Motorized Watercraft
A nonresident operating a motorized watercraft or pontoon-equipped aircraft on Maine inland waters may need a current boat registration sticker and a Lake and River Protection Sticker. The fishing license alone does not satisfy the boating requirement.
