Hunting and Fishing License Combo 2026: Cost & State Rules

2026 State Combo-License Planning Guide

Build the Right Outdoor License Stack Before You Pay

A hunting and fishing combination license can save money and reduce paperwork, but the package name does not guarantee that big-game tags, saltwater privileges, public-land permits or waterfowl stamps are included.

This guide shows how to compare state packages, identify missing add-ons, calculate the real checkout cost and avoid buying a license that does not cover your planned hunt or fishing trip.

No national combo license Each state sets its own products, prices and eligibility rules.
Tags may be separate Deer, elk, turkey, bear and limited-entry permits are not automatically included.
Waterfowl costs extra The Federal Duck Stamp and state migratory requirements often remain separate.
Compare the full stack Base price alone does not show the real legal trip cost.

Start With Your Actual Hunting and Fishing Plan

A combo license is valuable only when its included privileges match the species, water, land and season you intend to use.

What Is a Hunting and Fishing Combination License?

A combination license is a state-issued package containing at least one hunting privilege and one fishing privilege. Depending on the state, it may be called a combination license, sportsman package, super combo, sports license or another state-specific name.

Basic combination

Usually combines a general hunting license with freshwater fishing or another basic fishing privilege. Species tags and specialty endorsements may remain separate.

Expanded sportsman package

May add saltwater fishing, archery, upland birds, migratory birds, public-land access or selected species privileges. The Federal Duck Stamp can still be excluded.

Package-name trap: words such as “sportsman,” “complete” or “super” do not mean every hunt and fishing activity is covered. Read the official included-and-excluded list.

There Is No Nationwide Hunting and Fishing License

Licenses are issued by the state or territory where the activity occurs. A combination package bought in one state generally does not authorize hunting or fishing in a neighboring state.

Border-water exception: limited reciprocal agreements or special border-water licenses can exist, but they apply only to the named water and conditions. Do not assume general reciprocity.

How Much Does a Hunting and Fishing License Combo Cost?

There is no single U.S. price. The final amount depends on the state, residency, age, fishing water type, game species, public-land use, transaction fees and required stamps or permits.

Cost layer What it may pay for Why it can change the total
Combo base price Basic hunting plus fishing privileges Resident, nonresident, youth and senior products differ.
Fishing endorsements Freshwater, saltwater, trout or salmon privileges Some combo licenses include only one fishing category.
State hunting endorsements Archery, muzzleloader, upland or migratory birds A basic hunting license may not include special methods or bird privileges.
Species tags and permits Deer, elk, bear, turkey, antelope or other species Tags may be over-the-counter, drawn, limited or separately priced.
Public-land access WMA, habitat, conservation or access permits Some lands require a separate permit even with valid licenses.
Federal Duck Stamp Federal migratory waterfowl hunting requirement Usually not included in a state combination package.
Transaction fee Online, telephone, agent or card processing The displayed license price may not equal checkout total.

When a Combo Usually Saves Money

  • You will hunt and fish during the same license year.
  • The package includes the fishing water type you actually use.
  • You need several state hunting endorsements included in the package.
  • The package reduces repeated transaction fees.
  • You would otherwise buy nearly every included privilege separately.

When Separate Licenses May Be Better

  • You only fish or only hunt during the year.
  • You fish only for a few days and a short-term license is available.
  • The combo includes privileges you will never use.
  • Your main species still requires expensive separate tags.
  • You are a nonresident and the resident combo is not available to you.

Combination License Cost Calculator

The starting numbers demonstrate Texas resident hunting plus all-water fishing versus its all-water combination package. Replace them with your state’s official prices.
Planning estimate only. It does not decide whether products provide equivalent privileges. Confirm included species, methods, waters, tags, access permits and validity dates before relying on the result.

Use equivalent products: do not compare an all-water combo against a freshwater-only license or compare a package containing hunting endorsements against a bare hunting license without adding those endorsements.

Texas Super Combo and Combination Package Example

Texas demonstrates why buyers must distinguish between a standard combination package and a larger “Super Combo.” These packages are currently offered to Texas residents.

Texas package Eligibility Current fee Main coverage
Combo Hunting & Freshwater Fishing Texas resident $50 Resident hunting plus freshwater fishing
Combo Hunting & Saltwater Fishing Texas resident $55 Resident hunting plus saltwater fishing and applicable fish tags
Combo Hunting & All-Water Fishing Texas resident $60 Resident hunting plus freshwater and saltwater fishing
Super Combo Texas resident $68 Hunting, all-water fishing and five state endorsements
Senior Super Combo Texas resident age 65 or older $32 Senior version of the Super Combo

What the Texas Super Combo Includes

  • Resident hunting license
  • Resident fishing license
  • Archery endorsement
  • Freshwater fishing endorsement
  • Saltwater fishing endorsement with available red drum and spotted seatrout tags
  • Upland game bird endorsement
  • Migratory game bird endorsement

Still excluded: Texas explicitly states that the Federal Duck Stamp is not included. Hunter education laws, species regulations and special permits also continue to apply.

After understanding the difference between the packages, use the official TPWD Super Combo and combination package page to confirm current fees and availability.

What a Combo License May Include

Possible included item What it usually allows Question to ask before buying
Basic hunting license General authority to hunt legal species Which species still need tags or permits?
Freshwater fishing Fishing qualifying inland public waters Are trout, salmon or special waters separate?
Saltwater fishing Fishing state coastal waters Are coastal registrations or species tags still required?
Archery endorsement Use of archery equipment where state rules require an endorsement Does the species tag remain separate?
Upland bird endorsement Hunting qualifying upland game birds Are individual species permits required?
Migratory bird endorsement State migratory-bird privilege Are HIP certification and Federal Duck Stamp still required?
WMA or public-land access Access to specified state-managed properties Does the exact property require a quota or area permit?

Read product dates too: the hunting portion and fishing portion may use the same license year, but this is not universal. Verify the start and expiration dates shown for the actual package.

Tag Authorizes or records the harvest of a specific animal or fish
Permit May control a species, hunt area, season, method, drawing or public-land access

State Rules That Change Which Combo You Need

Residency definition

States use their own residence periods, identification rules, domicile tests and military exceptions.

Age thresholds

Youth, adult and senior pricing can begin at different ages for hunting and fishing.

License year

Packages may follow a calendar year, fixed season year or 365-day validity period.

Water coverage

Freshwater, saltwater, trout and salmon privileges may be bundled differently.

Game species

A general hunting privilege may exclude deer, elk, turkey, bear or limited-entry hunts.

Land access

State wildlife areas, WMAs and refuges can require additional access permits or drawings.

Important: an online store allowing you to place a product in the cart does not prove you satisfy hunter education, residency, age or species eligibility.

Resident and Nonresident Combo Rules

Resident packages are usually cheaper because the purchaser has established the state-defined residence or domicile. Some major combination packages are available only to residents.

Do Not Use These as Proof of Residency by Themselves

  • Owning a vacation home
  • Paying for a hotel or campsite
  • Having relatives in the state
  • Receiving mail at a temporary address
  • Owning hunting land while living elsewhere
  • Attending a short-term event or seasonal job

Information Commonly Requested

  • Legal name and date of birth
  • Driver license or state identification number
  • Residential and mailing address
  • Social Security number or last digits where legally required
  • Hunter education number
  • Prior customer or conservation identification number
  • Email address and phone number

Nonresident big-game warning: a nonresident fishing-and-small-game package may not authorize deer, elk or another big-game hunt. Read the exact species limitations.

Hunter Education Still Applies

Buying a combination license does not waive hunter education. Each state sets its own birth-date, age, apprentice-license, field-day and proof requirements.

Situation What to verify
First-time adult hunter Required course, field day and certificate recognition
Youth hunting with an adult Minimum age, supervision distance and mentor eligibility
Apprentice or temporary hunter Number of years allowed, supervision and restricted species
Certificate from another state Whether the new state recognizes the certificate
Bowhunting or special method Separate bowhunter or method-specific education
Hunting on federal or special property Area orientation, refuge permit or additional safety requirement

Checkout preparation: locate the hunter education certificate number before opening the licensing portal. A name or birth-date mismatch can prevent the record from connecting correctly.

Federal Duck Stamp and Migratory Bird Rules

A state combo license or migratory-bird endorsement usually does not replace the Federal Duck Stamp. Waterfowl hunters age 16 or older must carry a current signed physical Federal Duck Stamp or valid authorized electronic stamp.

  • The Federal Duck Stamp is valid from July 1 through the following June 30.
  • One current Federal Duck Stamp can be used across states.
  • You still need the correct license, state stamps and permits in each state hunted.
  • A physical stamp must be signed before it is used for hunting.
  • An ordinary retail receipt is not a valid substitute for a stamp or authorized E-Stamp.
  • State HIP certification or registration may also be required.

Physical Stamp Versus E-Stamp

Physical Federal Duck Stamp

Available from participating post offices, retailers, refuges and authorized online sellers. Sign it before hunting.

Authorized electronic stamp

Provides valid electronic proof through an authorized state or federal sales route. Do not confuse it with a normal store receipt.

After confirming that you plan to hunt migratory waterfowl, use the official U.S. Fish and Wildlife Service Federal Duck Stamp guide for current purchase and proof rules.

Always verify the final stack with the current state regulations, hunt-area rules and issued license record.

How to Buy the Correct Hunting and Fishing Combo

1

Confirm the State and Residency

Start with the state where you will hunt or fish, not the state where you currently happen to be shopping online. Confirm whether you qualify for resident pricing.

2

Write Down Every Planned Activity

List game species, fishing water type, hunting method, dates, locations and public-land areas. A vague plan leads to missing endorsements or unnecessary products.

3

Confirm Hunter Education

Check whether the hunter needs a completed course, field day, apprentice option or special method certification. Prepare the certificate number.

4

Read the Package Inclusion List

Confirm basic hunting, freshwater, saltwater, archery, upland bird, migratory bird and public-land privileges one by one.

5

Add Excluded Tags and Permits

Add species tags, draw applications, WMA access, trout or salmon stamps, state waterfowl requirements, HIP certification and Federal Duck Stamp when applicable.

6

Compare Complete Costs

Compare the full combo stack with equivalent separate licenses. Include processing, application, agent and transaction fees.

7

Check Validity and Refund Rules

Review the start date, expiration date, license year, digital or paper format, delivery timing and whether purchases are final.

Florida purchase example: FWC states that online and telephone handling charges apply and recreational license sales are final and nonrefundable. Other states use their own fee and refund rules.

8

Save Proof and Download Regulations

Save the issued license, tags, permits, hunter education proof and purchase receipt. Download regulations and the official app before entering a low-signal area.

Paper and Digital Combo Licenses

Many states permit electronic display of recreational licenses, but tags, stamps and harvest reporting can follow different rules from the basic license display.

Proof type Useful for What to verify
Printed license Field proof and attached paper tags Water resistance, signatures and tag completion
Official state app Offline display, license history and regulations Correct customer account and offline availability
Fully digital license Electronic proof and digital harvest reporting Which species and tags support digital use
Email receipt Purchase confirmation or temporary proof where accepted Whether the state accepts it for the exact activity
Physical Federal Duck Stamp Migratory waterfowl hunting and qualifying refuge entry Current validity and hunter signature
  • Download the official state app before losing service.
  • Confirm the correct person and current license year appear.
  • Carry paper tags when the state requires them.
  • Charge the phone and carry backup power.
  • Do not treat an ordinary screenshot as valid digital tagging.
  • Keep hunter education proof accessible.

Common Combo-License Mistakes

Mistake Why it causes a problem Better action
Buying resident pricing without qualifying Residency is defined by state law, not buyer preference. Review the official residency definition first.
Assuming “combo” includes every species Big-game and turkey tags often remain separate. Match every target species to an issued tag or permit.
Ignoring fishing water type Freshwater-only coverage may not authorize saltwater fishing. Choose freshwater, saltwater or all-water intentionally.
Assuming migratory endorsement includes Federal Duck Stamp The federal stamp is commonly separate. Verify state endorsement, HIP and federal stamp individually.
Buying before checking hunter education A license purchase does not waive certification law. Resolve education or apprentice requirements first.
Ignoring public-land permits The license may be valid while access to the area is not. Check the exact WMA, refuge or controlled-area rules.
Comparing only base prices Tags, stamps and fees can reverse which option is cheaper. Compare complete equivalent stacks.
Assuming the license works across states State privileges stop at the issuing jurisdiction. Buy the required license for every state used.
Waiting until the trailhead or boat ramp Weak signal, ID mismatch or unavailable tags can stop the purchase. Buy and verify proof before travel.
Relying on last year’s regulations Seasons, quotas, areas and digital rules can change. Download the current regulation set.

Hunting and Fishing License Combo FAQs

What is a hunting and fishing combination license?

A hunting and fishing combination license is a state-issued package that combines at least a basic hunting privilege and a fishing privilege. The exact fishing waters, species, endorsements, tags and public-land access included vary by state and package.

How much does a hunting and fishing license combo cost?

There is no single national price. Each state sets its own resident, nonresident, youth, senior and military prices. The real cost also depends on species tags, stamps, public-land permits, application fees and transaction charges.

Does a hunting and fishing combo include deer, elk or turkey tags?

Not automatically. Some packages include basic hunting or selected tags, while others require deer, elk, turkey, bear or other species permits to be purchased or drawn separately. Read the package inclusion list before checkout.

Does a combination license include saltwater fishing?

Only when the package specifically includes saltwater or all-water privileges. A package described only as fishing or freshwater may still require a saltwater endorsement, coastal registration or species-specific tag.

Does a combo license include the Federal Duck Stamp?

Usually not. Migratory waterfowl hunters age 16 or older need a current Federal Duck Stamp or authorized electronic stamp in addition to required state licenses, state stamps and certifications.

Can a nonresident buy a hunting and fishing combination license?

It depends on the state. Some states sell nonresident combination packages, while others reserve their main combo or sportsman packages for residents and require nonresidents to buy separate licenses or species-specific products.

Do I still need hunter education if I buy a combo license?

Yes when the state’s hunter education law applies to you. Buying a combination license does not replace hunter education, an apprentice requirement, field-day completion or another required certification.

Is a combination license cheaper than buying licenses separately?

It can be cheaper when you will use most included privileges. It may cost more when you only fish, only hunt one small-game season or still need many separate tags and permits. Compare complete checkout totals rather than base prices.

Can I show a hunting and fishing combo license on my phone?

Many states allow electronic display of some licenses, but physical or app-based tagging rules may still apply. Download the official state app, confirm the license is available offline and carry any required paper tags or stamps.

Does one state’s hunting and fishing combo work in another state?

No. A state combination license generally applies only within the issuing state’s authority. Buy the required license for every state where you hunt or fish, although one current Federal Duck Stamp can be used for waterfowl hunting across states.
