Arkansas Residency and License-Age Rules
General 60-Day Resident Test
AGFC generally defines a resident as a person who physically inhabits a bona fide Arkansas residence for at least 60 days and declares Arkansas as their full-time residence.
Owning property is not enough: a person who owns an Arkansas cabin, house or land but lives in another state does not qualify solely because of that ownership.
Full-Time Student Provisions
Certain Arkansas residents studying outside the state, nonresidents studying full time in Arkansas and qualifying foreign-exchange students may purchase annual resident licenses. The student must carry proof of full-time enrollment while fishing.
Active-Duty Military Provisions
Active-duty personnel assigned to an Arkansas duty station receive resident annual or trip privileges. A service member who was an Arkansas resident when entering active duty may also receive resident privileges regardless of the current station.
Age 16 Is the Normal License Starting Point
A person age 16 or older generally must carry a valid license to take or attempt to take fish or frogs. Fishing at a licensed put-and-take pay lake is a listed exception.
Youth reminder: anglers age 15 or younger may fish without the ordinary license, but catch limits, minimum lengths, legal methods and youth-only water restrictions still apply.

Disability Certification Must Be Current
The three-year disability license requires certification of 100% total and permanent disability from Social Security, Veterans Affairs or Railroad Retirement. The certification must be dated within the previous three years, and recertification is required for renewal.
Senior License Can Be Purchased During the 65th-Birthday Year
An eligible resident can buy the 65-Plus license during the calendar year in which the person turns 65. Proof of age and one year of Arkansas residency is required.

An adult who accompanies an angler but only hikes, camps or birdwatches may still need a qualifying license or Conservation Permit.
Listed Access Exceptions
AGFC lists exceptions for direct travel through an area without other activity, travel on a designated through-trail, use of a public road not maintained by AGFC and travel on a navigable waterway.
Do not assume every public outdoor site is AGFC-owned. State parks, federal refuges, Corps of Engineers land and city lakes can have different access requirements.
White River Border Lakes License
The $10 White River Border Lakes License allows an Arkansas resident fishing-license holder to fish specified Missouri portions of Bull Shoals, Norfork and Table Rock lakes without buying Missouri’s ordinary nonresident fishing permit.

Residents and visitors could fish without the ordinary Arkansas fishing license.

Notable July 2026 Changes
- Ten streams received Blue Ribbon Smallmouth Stream rules.
- Other flowing waters use a two-fish smallmouth daily limit with a 12-inch minimum.
- Lake Wilhelmina reopened for catch-and-release fishing until further notice.
- Greers Ferry Lake and tributaries use a 16-inch walleye minimum.
- Crappie under 10 inches must be released in Arkansas River Pool 12 and Horseshoe Lake in Crittenden County.
- Lake Monticello and Lake Cargile use revised bass or crappie limits.
- Anglers no longer must remain within hearing or sight of limblines.
Possession-limit change does not erase daily limits. Continue following every daily creel, minimum length, maximum length, protected slot and special-water restriction.
