Trout Permit, Lake Erie Permit or Combination?

Start with the Trout Permit when the trip involves special trout waters, Class A or Wilderness Trout waters, covered stocked trout streams or taking and possessing trout.

Choose Lake Erie

Start with the Lake Erie Permit when fishing Lake Erie, Presque Isle Bay, listed tributaries or water flowing into those tributaries.

When PFBC Treats an Angler as Fishing for Trout

A three-year product bought for 2026 is valid through 2028, a five-year product through 2030 and a ten-year product through 2035.

Senior Lifetime Base-License Break-Even

The $86.97 senior lifetime base license is approximately equal to six $14.47 annual senior licenses. It can be useful for an eligible resident who expects to fish for seven or more seasons.

Senior Lifetime Permit Rules

  • A lifetime license issued before January 1, 1991 does not require an annual Trout Permit.
  • Certain holders who bought the lifetime license and a Trout or Combination Permit before January 1, 2015 may qualify for the older exemption.
  • A person buying the senior lifetime license and Trout privilege now generally needs a current Trout Permit when fishing for trout.
  • A senior lifetime holder can buy the $9.97 Senior Lifetime Lake Erie Permit once.

Who Needs a Pennsylvania Fishing License?

A current license is generally required for persons age 16 and older who fish, angle for or attempt to take fish, baitfish and other regulated aquatic species from Commonwealth waters.

Catch and Release Still Counts as Fishing

The requirement is tied to the fishing activity rather than whether a fish is harvested. Releasing every fish does not normally create an exemption.

What an Unlicensed Adult May Do for a Child

  • Bait the child’s hook.
  • Prepare or untangle the child’s equipment.
  • Net a fish caught by the child.
  • Remove the fish from the hook.
  • Assist with casting or retrieval while the child remains actively involved and within arm’s reach.

Residency, Student, Military and Veteran Rules

Pennsylvania Resident Status

Only a bona fide Pennsylvania resident may buy resident products. Claiming residency in another state generally prevents the customer from also claiming Pennsylvania residency.

Common proof can include a valid Pennsylvania driver’s license, Pennsylvania nondriver photo identification, voter registration or qualifying state and local tax records.

Social Security Number

Applicants must provide Social Security information through the licensing process because of federal and state child-support enforcement requirements.

Out-of-State College Students

An out-of-state student attending school in Pennsylvania does not automatically qualify as a resident. A qualifying student can use the $27.97 Nonresident PA Student Annual product.

Military Personnel

  • A person stationed in Pennsylvania under qualifying permanent-change-of-station orders for at least six months may qualify for resident pricing.
  • A bona fide Pennsylvania resident stationed outside the Commonwealth can qualify for a limited waiver while on authorized leave.
  • The angler should carry Pennsylvania residency proof, military identification, assignment orders and leave documentation.
  • The military waiver does not remove fishing and boating regulations.

Disabled Veteran Products

A qualifying resident veteran with a 100% service-connected disability may obtain a free license. A veteran with a qualifying 60%–99% service-connected disability may obtain a reduced resident license. Initial approval must be handled through a county treasurer or PFBC office.

Mentored Youth Permit and Voluntary Youth License

Free Mentored Youth Permit

The permit costs $0 and qualifies the youth for Mentored Youth opportunities. It must still be issued through the youth’s own account.

Voluntary Youth License

The $2.97 product also qualifies the child for Mentored Youth opportunities and supports youth fishing programs.

2026 Mentored Youth Trout Day Rules

  • The event is March 28 from 8:00 a.m. to 7:30 p.m.
  • The youth must hold a current permit or Voluntary Youth License.
  • The adult mentor needs a valid fishing license and current Trout Permit.
  • No more than one licensed adult may actively fish per mentored youth.
  • The youth may possess two combined trout measuring at least seven inches.
  • The adult mentor may not possess trout.
  • Special-regulation areas are not included.
  • The mentor should remain within arm’s reach or six feet.

Lake Erie Permit Boundaries and Tributary Rules

The permit applies to Lake Erie, Presque Isle Bay, the listed main tributaries and water flowing into those tributaries.

Main Tributaries Listed by PFBC

Cascade, Conneaut, Crooked, Eightmile, Elk, Fourmile, Mill, Raccoon, Sevenmile, Sixmile, Sixteenmile, Turkey, Twelvemile, Twentymile and Walnut creeks are included.

Night-Fishing Restrictions on Tributaries

From September 8 until the April trout opener, many Lake Erie tributaries are closed from 10:00 p.m. to 5:00 a.m. PFBC lists specific exceptions and different sunset-based access limits for portions of Walnut Creek.

Do not generalize the exception. Walnut Creek below the Manchester Road Bridge and Elk Creek north of Route 5 are treated differently from many other tributary sections.

Nursery Waters

Trout Run and its tributaries, Godfrey Run, Orchard Beach Run and posted portions of Crooked Creek are nursery waters. Fishing, wading or possessing fishing equipment in or along those posted nursery waters is unlawful.

Transporting Fish From the Lake Erie Watershed

VHS-susceptible fish and baitfish cannot simply be transported alive from the Lake Erie watershed into another Pennsylvania watershed. Dead recreationally caught fish may be transported for human consumption, subject to the current conditions.

Delaware River Registration, Circle Hooks and Reciprocity

Saltwater Angler Registry

Anglers targeting or catching shad, striped bass or river herring from the Delaware River below Trenton Falls or in the Delaware Estuary must satisfy the saltwater angler registration requirement unless an official exception applies.

Pennsylvania license holders can use the official Pennsylvania Saltwater Angler Registry service.

Inline Circle Hooks in the Tidal Estuary

When fishing with bait for any species in the tidal Delaware Estuary and covered tributaries, the hook must be a non-offset inline circle hook. The point and barb must be in the same plane as the shank.

A fishing license permits fishing. It does not replace boat registration or a launch permit for covered access areas.

PFBC instructs boaters to place launch-permit stickers on the outside center of both sides of the unpowered boat, high enough to remain visible while paddling.

Cold-Weather Life Jacket Rule

From November 1 through April 30, people aboard boats less than 16 feet—including many kayaks, canoes and paddleboards—must wear an approved life jacket while underway or at anchor.
