Short-trip visitor math: Class LL costs $3 for each selected day, but the $13 Class CS/LE stamp is purchased once for the calendar year. It should not be added again for every separate day.

One-cart strategy: determine the base license, conservation stamp, trout stamp and National Forest Stamp before checkout. The online fee is listed per transaction, not separately for every product in the cart.
Avoid buying an omitted stamp in a second transaction. A second online transaction can create another transaction fee.
Conservation, Trout and National Forest Stamp Rules
Class CS for Residents
The $5 resident Conservation Stamp is required with the Class B annual fishing license and Class L five-day fishing license. It is not added to products such as X, XJ, XP, X3, XP3 or XS when the official product already provides the applicable privilege.
Class CS/LE for Visitors
The $13 nonresident Conservation/Law Enforcement Stamp is required with Class F, LL and XXJ fishing products. It is purchased once for the calendar year.
Class O or OO for Trout
A licensed angler fishing for trout generally needs the $10 resident Class O stamp or $16 nonresident Class OO stamp. Class XP, XP3 and XS include the resident trout privilege.
Catch-and-release trout: returning every fish does not remove the trout-stamp requirement. The rule applies to fishing for trout, not only harvesting trout.
Class I for Nonresident National Forest Fishing
The $2 Class I stamp is required when fishing on National Forest land with Class F, LL or F-L. The 2026 fee table does not list Class XXJ as a product requiring Class I.
Confirm the land manager: “National Forest,” “state forest,” “state park,” “WMA” and National Park Service land are not interchangeable descriptions.

How to Renew or Reprint a West Virginia Fishing License
Renewal Means Buying New Calendar-Year Products
Annual licenses and stamps expire December 31. Renewal means signing in and purchasing the current calendar-year license and stamps; the old document is not extended.

A qualifying West Virginia resident generally needs neither the ordinary fishing license nor the trout stamp. Carry a West Virginia driver’s license or DMV photo ID.

Resident Definition
The 2026 booklet generally defines a resident as a person domiciled continuously in West Virginia for at least 30 consecutive days immediately before applying.
A mailing address is not enough. Property ownership, seasonal stays or family connections do not automatically establish resident-license eligibility.

Nonresident landowners: buying property in West Virginia does not make an owner eligible for the resident own-land exemption.

Child Lifetime Discounts
Age-based resident and nonresident child prices are available before age 15, with the lowest prices before the child’s first birthday. Adopted children and children legally placed in foster care are addressed in the official schedule.

Catch-and-Release and Delayed-Harvest Trout Waters
Catch-and-Release Trout Areas
Named catch-and-release stream sections have stricter tackle and possession rules than ordinary stocked water.
- Fishing is generally limited to daylight hours.
- Only qualifying artificial flies and lures may be used or possessed.
- Scent, oil and edible attractants are prohibited.
- PowerBait, Gulp and similar manufactured scented bait are prohibited.
- Multiple-hook lures generally need barbless hooks.
- Single-hook lures may generally have a barbed hook.
- Every trout must be returned immediately.
- No trout may be possessed on the designated stream section.
North Branch exception: the North Branch of the Potomac catch-and-release areas have specific hours and hook provisions. Read the exact stream entry before fishing.
Delayed-Harvest Streams
November 1–May 15
Catch-and-release trout regulations apply to the listed delayed-harvest stream sections.
May 16–October 31
General regulations apply, subject to the exact stream boundary and other listed restrictions.
Children and Class Q Fishing Areas
During March through May, designated areas are restricted to children age 14 or younger and people with disabilities holding a Class Q permit. Fishing is daylight-only and the creel limit is four trout. Another person may assist with baiting hooks and removing fish.

WVDNR posts completed trout stockings by the end of the business day rather than publishing a guaranteed daily advance schedule.

Fishing Rules That Are Easy to Miss
Carry Valid Identification
Every licensed angler must carry valid identification while fishing. Carry the active license and readable identification rather than only a payment confirmation.
Two-Pole Limit on Stocked Trout Impoundments
From January 1 through May 31, an angler may not use more than two lines or poles in an impoundment stocked with trout by WVDNR.
Keep 200 Feet Away During Active Stocking
Fishing within 200 feet of WVDNR personnel actively stocking public water is prohibited.
Jug Fishing Is Prohibited
West Virginia prohibits free-floating devices used to deploy a hook and line.
Do Not Release Unused Bait
Unused baitfish and other aquatic organisms should not be released into a different public water. This can spread unwanted species and disease.
Darters Cannot Be Possessed or Used as Bait
Darters often remain near the bottom of a bait bucket and have two similar dorsal fins. Return a suspected darter immediately to the water where it was collected rather than transporting it.
Protected Fish Must Be Released
Paddlefish, shovelnose sturgeon and lake sturgeon have a zero creel and possession limit and must be returned immediately.
Special-water rule beats the statewide summary. Always match the rule to the exact lake, stream reach, tributary, bridge, dam or signed boundary.

Ohio River, Potomac and Kentucky Border-Water Rules
Reciprocity applies to defined shared waters and resident licenses. It does not turn a West Virginia resident license into a general Ohio, Maryland or Kentucky fishing license.
