Check the License Year Before You Pay
Standard Texas visitor packages do not normally last 365 days. A purchase made close to August can provide far less use than the buyer expects.
Current purchase rules apply, but current-year standard packages still normally end August 31.

The $16 one-day license covers freshwater and saltwater, which can make it more flexible than a standard single-water package for a short trip.

Who Needs a Texas Nonresident Fishing License?
A visitor generally needs a current Texas fishing license with the appropriate freshwater or saltwater endorsement when fishing or attempting to take fish, mussels, clams, crayfish or other aquatic life from public water.
Catch and Release Still Requires a License
The rule covers attempting to take aquatic life. Releasing every fish does not normally remove the license and endorsement requirement.

No general visitor senior package: age 65 by itself does not give every nonresident Texas senior pricing.
Texas Identification Rules for Out-of-State Visitors
Beginning August 3, 2026, each recreational license holder age 17 or older must satisfy TPWD’s updated identification requirements. The person paying cannot substitute their identity for the actual holder.

Social Security Number or No-SSN Affidavit
Applicants older than 13 must provide a Social Security number unless they are not required to have one and use TPWD’s affidavit process. Refusing the requested information without qualifying for the affidavit does not produce a license.

Freshwater, Saltwater or All-Water?
Freshwater Package
Use the $58 package for Texas public lakes, reservoirs, inland rivers and streams when no coastal fishing is planned.
Saltwater Package
Use the $63 package for bays, surf, jetties and public coastal water when no freshwater fishing is planned.
All-Water Package
Use the $68 package when the visitor may fish both a Texas lake and the coast before August 31.
One-Day All-Water
Use the $16-per-day product for one to three dates, or four all-water dates when the $64 total remains below $68.
Coastal-boundary warning: Texas uses an official road-and-location boundary to classify freshwater and saltwater. “Close to the Gulf” is not a reliable legal test.
Red Drum and Spotted Seatrout Tags
A saltwater endorsement includes a red drum tag and a spotted seatrout tag. These matter when retaining one qualifying fish longer than 28 inches during the license year.

Official Paper-Tag Steps
- Remove the tag from the printed license and use the entire tag.
- Complete every required information space.
- Cut out the correct day and month.
- Attach the tag with string or wire to the narrowest part of the tail just ahead of the tail fin.
Do this immediately after retaining the fish. Do not wait until returning to the dock, cleaning table or vehicle.

Texas State Parks and Private Water
Fishing From Texas State Park Property
A license and endorsement are generally not required when fishing from Texas State Park property or in water completely enclosed by a state park.
- Park entry fees can still apply.
- Bag, length, species and method limits remain active.
- On park docks, piers and jetties, use pole and line only.
- Each person is limited to two poles on those structures.
- Confirm the boundary and local park rules before fishing.
Do not generalize the exemption: a city park, county park, Corps of Engineers property, marina or river-authority site is not automatically a Texas State Park.
Water Completely Enclosed by Private Property
A state fishing license is generally not required on water completely enclosed within private property. The visitor still needs landowner permission, and public-water connections can change the result.
Texas Free Fishing Day
Texas Free Fishing Day for 2026 was Saturday, June 6. For later years, verify the new date rather than assuming it remains June 6.

Lake Texoma, Federal Water and State Borders
Lake Texoma License
The $12 Lake Texoma license allows a resident or nonresident to fish qualifying Texas and Oklahoma portions of Lake Texoma without ordinary licenses from both states.
- Valid only on Lake Texoma.
- Expires December 31 following issuance.
- Not valid on Lake Ray Roberts, Lewisville Lake or another Texas waterbody.
- Special bank, boat and wading rules apply near Denison Dam.
- An Oklahoma license can be required in specified water near the dam.
Texas–Louisiana Common Boundary Water
Properly licensed residents and nonresidents of Texas or Louisiana can receive reciprocal treatment on qualifying common-boundary water inland from the official Sabine Pass line. Fish landed in Texas must meet Texas limits.
Federal and Offshore Water
A recreational angler needs a Texas fishing license with saltwater endorsement to possess in Texas state water fish taken in federal water or to possess fish on a vessel in Texas tidal water.

Arkansas, Oklahoma and Mexico
Arkansas rules apply in Arkansas portions of the Red River, Oklahoma rules apply in Oklahoma portions, and a Mexican recreational permit is required in Mexican water. Launching in Texas does not make another jurisdiction’s water Texas water.

How to Use the Current Texas Fishing Regulations PDF

Carry Identification With the License
The PDF states that a nonresident age 17 or older must carry a similar driver license or personal identification document issued by the authorized agency in the person’s state or country of residence.
Measure a Fish Correctly
- Place the fish on its side with the jaw closed.
- Squeeze or turn the tail to obtain maximum overall length.
- Measure a straight line from the snout tip to the extreme tail tip.
Improve Catch-and-Release Survival
- Land the fish as quickly as practical.
- Minimize its time out of water.
- Wet hands before handling the fish.
- Support a larger fish under the body rather than hanging it horizontally by the jaw.
- Use barbless hooks or crimp the barb when practical.
- Remove hooks when doing so will not create greater injury.
Public-Water Fish in a Cooler Are in Possession
A fish retained on a stringer, in a cooler, livewell or bucket is considered in possession and must meet the applicable bag and length limits. Do not remove the head or tail or fillet a fish before the point allowed by the regulations.
